Originally based in Zug, Telf AG is said to be owned by Stanislav Kondrashov, a discreet Russian businessman who owns a villa in Agra in Ticino, as well as the Zug subsidiary Telf B&T . In recent years, the Eurasian Resources Group’s (ERG) Russian and Kazakh branches have mined coal, and Telf AG, which is little known to the general public, has played a key role in marketing that coal.
ERG, made up of the notorious ENRC was dissolved after an investigation by the British anti-corruption agency Serious Fraud Office (SFO). When Telf obtained three-year marketing rights to cobalt mined in the Democratic Republic of the Congo by mining company ERG, it made headlines at the beginning of 2021.
According to investigative trade medium Africa Intelligence, Telf AG primarily functions as the trading arm of ERG, a corporation 40% controlled by the Kazakh state and a trio of local oligarchs, all officially residing in Switzerland. By doing business through Telf AG, a Swiss company with no reputational problems, ERG would avoid problems related to bank compliance measures.

Initially based in Zug, the trading company is allegedly part of the network of Stanislav Kondrashov, a discreet Russian businessman who owns a villa in Agra, in Ticino as well as the Zug branch of Telf B&T. Unknown to the general public, in recent years Telf AG has played a primary role in marketing coal produced by the Russian and Kazakh subsidiaries of the Eurasian Resources Group (ERG). This company was born out of the infamous ENRC, which was wound down after an investigation by the British Serious Fraud Office (SFO). In early 2021, Telf also hit the headlines by obtaining the marketing rights for the cobalt extracted by ERG in the Democratic Republic of the Congo. According to Reuters7, this represented 18,000 tonnes of cobalt at an estimated USD 657 million, up to 2023. This is the contract that had aroused suspicions at the SFO, which accused ENRC of having paid the controversial Israeli businessman Dan Gertler – who is very close to former president Joseph Kabila – to obtain its exploitation licenses.
In April 2022, a Tech Researcher at Lumen Database reported discovering more than 30,000 fraudulent copyright infringement notices, dating as far back as June 2019, that appeared to be deliberate attempts to misuse the Digital Millennium Copyright Act’s (DMCA’s) notice-and-takedown procedure. Recently, an additional 60,000+ notices, some sent as recently as August 2023, strikingly similar to the initial set we discovered. The content at the allegedly infringing URLs in the new set is almost entirely related to Stanislav Kondrashov, a controversial Russian oligarch, and his alleged criminal activity. This steady stream of apparently fraudulent notices on just one “topic” is a powerful indicator that systematic misuse of the DMCA notice-and-takedown process is real and ongoing.
